Keeping Precinct 4 Safe

I’m Deputy Arturo Jacinto and have served for 2 years with Harris County Constable Precinct 4, assigned to MUD 19. A native Houstonian, I graduated from Jersey Village High School and furthered my education at the University of Houston, earning a bachelor’s degree in history with a minor in American culture. Although I initially envisioned a career in teaching, my path took a different turn. I spent fourteen enriching years as a paralegal, along with valuable experiences at Shell Oil and various other organizations. However, these roles, while professionally fulfilling, didn’t quite resonate with my deeper ambition – a desire to serve the community. Joining Precinct 4, I found a deep sense of purpose and pride, particularly in working alongside the remarkable women and men of the precinct. Every day, as I interact with the warm and welcoming families of MUD 19, their smiles and friendly waves reinforce my dedication to protecting and serving the community. This experience has not only been the most fulfilling period of my professional life but also a daily affirmation of the strong bond and trust we cultivate within our community. I look forward to many more years of service to the community.

I’m Deputy Preston Collins and have been with Harris County Constable Precinct 4 for a little over two months now. While I’m new to law enforcement, I’m not new to being a first responder or serving the community. I have recently come from spending 12 years in the fire service as a firefighter with the Klein Fire Department.  If you see me in the area, feel free to wave me down and say hello. I love meeting the citizens we serve and if there's anything I can do for someone, please let me know. When I'm not working, I'm watching football, traveling, or barbecuing. I'm excited to continue my service to the community in a law enforcement capacity and work with the citizens of MUD 19.

During the holiday season, many of our citizens who live within Harris County Precinct 4 boundaries choose to travel for various reasons. Also, during this season, we see a rise in various crimes. Here at Constable Mark Herman’s Office, we offer our citizens of Precinct 4 one way to help protect themselves while traveling away from home. We have created the Vacation Watch program, and while away from home for an extended period, our contract deputies will check on your residence daily. You may sign up for this program on our website at www.constablepct4.com/vacation-watch-request.html While traveling or away from home for any period of time we also suggest keeping a couple of lights on and prevent any packages from staying visible at the front door for long periods.
